This article examines the problem of administrative and legal conflicts arising from the delineation of powers between two federal executive authorities of the Russian Federation: the Federal Service for Supervision of Consumer Rights Protection and Human Welfare (Rospotrebnadzor) and the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor). Both agencies are responsible for ensuring food safety, yet their competencies overlap in the sphere of livestock product circulation, creating legal uncertainty and increasing the administrative burden on businesses. The study is based on a comparative analysis of the provisions governing these services, the norms of the Code of Administrative Offenses of the Russian Federation, and the technical regulations of the Eurasian Economic Union (EAEU). The author identifies zones of duplication of control functions, particularly in the enforcement of technical regulations on food safety (TR CU 021/2011, TR CU 033/2013, TR CU 034/2013, TR EAEU 040/2016). Special attention is paid to the lack of effective interdepartmental information exchange, which exacerbates the problem: Rospotrebnadzor does not have access to the full chain of raw material origin, while Rosselkhoznadzor lacks data on sanitary compliance. Key judicial precedents are analyzed, including a case examined by the Appellate Panel of the Supreme Court of the Russian Federation (Case No. APL23-115), which demonstrates an open conflict of competencies, as well as other cases reflecting the simultaneous involvement of both agencies in disputes over the quality of livestock products. The author concludes that the root cause of the conflict lies in the absence of a legislative norm fixing the moment when a product passes from veterinary supervision to sanitary-epidemiological control. The proposed solution involves consolidating the "single window" principle for controlled entities and establishing mandatory interdepartmental information exchange.
